Yes, that's possible.Basti is also quite a large and dense district. However, I have seen trains skipping Basti yet stopping at Gonda. The latter just has more platforms and I assume, a larger place for locomotives and goods trains to dock at.
A close example I can think of is Mughalsarai and Varanasi. The former is undoubtedly bigger and has a huge value in terms of railway's importance, but Varanasi is simply the bigger city.

Coming to SER, Kharagpur boasts of 12 platforms whilst Tatanagar has just 6. Though Kharagpur is just a railway town with an IIT while Tatanagar is a proper semi planned city, which was once the biggest in Jharkhand. Such absurdities exist due to 'railway towns' which were built during British Raj and can often overshadow even the bigger districts next to them.

Mera ek kareebi udaharan hai Mughalsarai aur Varanasi ka. Mughalsarai bina shak bada hai aur railway ke ehemiyaat ke mamle mein badi hai, lekin bas Varanasi meh zyada bada shehar hai.
SER mein aate hue, Kharagpur ke pass 12 platforms hai jabki Tatanagar mein sirf 6 hai. Halaanki Kharagpur sirf ek railway town hai jahaan par IIT hai, jabki Tatanagar ek proper semi planned shehar hai, jo pahle Jharkhand ka sabse bada tha. Aise ajeebogarib tareeke isliye hote hai kyunki 'railway towns' British Raj ke dauraan ban gaye the aur aksar unke saath waale bade jilon ko bhi chhota kar dete hai.
