Buddy, its not just Local, but about busiest Junction!! Further Station should address Junction criteria & big enough to compete with the likes of MGS/JHS/ET/BZA!!
If would have been only Local, then KYN wouldnt been able to be @ par with CSTM, forget WR vs CR Line!
List has to be taken comprehensively as combination of Freight, M/E & Local.

WR dont have that much Freight Load to Local Corridor enabled station. CNB have limited Freight (only few towards LKO), else bye-pass via Panki. CSTM dont have Freight Entry.
Taking all as combine, KYN comes out as sole leader with busiest Junction handling M/E, Freight & Local as combine load!!
