basically its minting money morethan the regular run eventhought trains are not running to full capacity ...
thats why suvidha and flexi fare still going on ...as per iR, a 3A coach with 30%occupancy on a flexi fare system is euqal to its normal 100% capacity in terms of money it generates...what ever on top of it will be bonus ...thats why they many times said,trains are not running 100% full but not giving loss ...
but because of flexi fare, people not able to travel in trains as they had to pay...
more... more for the same benefits they enjoyed earlier with far lesser price..which is a big concern as it will become very difficult to get a seat in that lower 10% cap to get a ticket in normal fare...
