IR/Zone/Division etc must be freed from departmental fiefdom, Such things happen at almost all levels and at all locations of IR.
The over protection and pampering is the main reason for the existence of such unwanted and highly detrimental practices.
IR is a national property and has to be put to optimal use in the interest of nation through adoption of best technology & practices available/ followed in the world.

more... institutes must be roped in where the skill/experience of IR personnel is not up to the mark. for ex. Project reports should be evaluated/wetted by renowned experts from other organisations (esp. pvt) befor implementation and so on. Because very often actual RoR achieved after commissioning of projects were found to be a small fraction of projected RoR, indicating the impracticability of project assessment done by IR and resulting in wrong investment of scarce financial resources by IR.
Employees highjacking the IR operation and playing zone-zone or division-division or engg vs. traffic vs mechanical vs finance vs stores...etc.games being played..by IR personnel must be stopped at any cost.
