For SC I am planning alternative route and this is not for E2E. For NGP to BZA acts as dedicated ONT and MS NGT a dedicated ICE. That's why made it daily. Will be made RSA with my future IMG.
When trains like 22403/4 not having PC I don't think it is necessary. Just E catering and on board catering is enough.
