The council had previously appealed to the Delhi High Court, which ordered the Ministry of Railways to hold back the replacement until the issue was resolved. Despite this, the process of removing the line boxes is underway in all divisions and zones. The railway board initiated this process in 2006, and it was implemented on a trial basis in 2007 after discussions with trade unions. However, strong resistance from loco pilots and guards led to its suspension. The plan was revived in 2018 for a trial in the North and South Central Railways. Based on positive results, the final order for implementation was issued on February 21, 2022. The guards are protesting against this decision, citing concerns about the safety of the detonators, which will be stored in the trolley bag. They also point out that they already carry two bags and adding a third would be a burden. They are willing to continue their duties while protesting, wearing black armbands, to minimize disruption to train operations and passengers.

Council ne Delhi High Court mein bhi appeal kiya tha, jisko Ministry of Railways ko order diya tha ki tab tak line box nahin badle jaaye jab tak issue solve nahin ho jaata. Lekin, iske baad bhi, line boxes ko hatane ki process har division aur zone mein start ho chuki hai. 2006 mein Railway Board ne yeh process start kiya tha, aur 2007 mein trade unions se baat karne ke baad trial basis par implement kiya gaya tha. Lekin loco pilots aur guards ke strong protest ki wajah se yeh ruk gaya. 2018 mein, North aur South Central Railways mein yeh plan phir se trial ke liye start kiya gaya tha. Positive results ke baad, 21 February 2022 ko yeh implement karne ka final order nikla. Guards yeh decision ke khilaaf protest kar rahe hain, unka kehna hai ki detonators ki safety ko khatra hai, jo trolley bag mein rakhne honge. Unka kehna yeh bhi hai ki woh pehle se hi 2 bags leke chalte hain, aur teesra bag add hone se aur bhi problem ho jaayegi. Woh protest karte hue, kaali patti bandh ke apne duties ko nibhaayenge, taki train operation aur passengers ko kam se kam problem ho.
