That would have been old case. Now with computerized UTS, this should not be a problem. You can check with local JTSB to verify this if the Railway clerk gives nonsense.
Only reason why this was so (pre-printed card ticket era) is that the total percentage of pax booking tickets at Ulhasnagar to Umargam would be minuscule compared to other stations. Alternatively pax booking at Umargam to Ulhasnagar would have been pretty sizeable to have authorities print those tickets.

probably the clerk was from that era when pre-printed tickets were used. that's why I said check with the JTBS. Alternatively, UTS app option is always there.

ignorant old clerk. never learned the computerized UTS. if the case goes to railway court, he'll most certainly be transferred, if not suspended.
