नए कानून के मुताबिक, रेलवे यह भी व्यवस्था करेगा कि अगर जमीन पर कोई उद्योग या दुकान है तो उसके मालिक ही नहीं, बल्कि उसमें काम करने वाले कर्मचारियों के लिए भी रोजगार की व्यवस्था की जाए।
