They may be talking about either power / electricity bills savings due to use of 3-phase locos (compared to single phase locos) or they may be talking about power generated during braking and fed back to overhead network.

Regenerative braking, the single phase locos use dbr where resistance is used for braking, leading to power loss, where in regenerative braking, the power generation from braking is used to accelerate it
