Best solution would be to reduce the fares of 3E class by about 20 to 25% and deploy them in short distance overnight trains only and in Garib Raths.

Same thing applies in creating new category of trains every time. Rajdhani, Shatabdi, SF, M/E, passenger were enough would have been better but now in addition to them we have Duronto, VB, AB, Jan Shatabdi, Garib Rath, Humsafar and what not. ЁЯдж
In case of 3E the decision to price them near to 3A was the bad decision. They should have priced them atleast 25% less than 3A. This would have made a lot of SL class passengers willingly make upgrade to AC travel.

Once again proved SWR can't see anything beyond UBL. Only UBL getting new trains others only get freight trains.
Most third class zone in IR. They have a holiday destination in the form of VSG coz of VSG but all they managed to run from Vasco was a 4 trip special train to Muzaffarpur. Also ever since last 5 years only one new train Goa got under SWR and lost two trains.
